I found it in some rarefied Reddit thread (buried subsequent to 7 clarification deep below an ad for crypto). Its not on the App Store, but their site walks you through a workaround. Sketchy? A little. But it works.

Ugh. Im torn. upon one hand, I get it. We want to keep that reel. take steps it to friends. Watch offline. most likely meme it later.
